With a capacity of up to 250,000 GPUs, the new AI cloud on Dutch infrastructure is designed to become one of Europe’s largest AI compute hubs.

VOLT is launching the Dutch AI Cloud, a new AI cloud platform that gives organisations in the Netherlands and Europe access to high-quality AI computing power on fully Dutch infrastructure.

Developed in collaboration with Dell Technologies, NorthC Datacentres, and investor De Groot Family Office (DGFO), the platform represents the first operational step toward an AI Gigafactory that VOLT is developing in Rotterdam. The AI Cloud is designed for organisations using AI for mission-critical applications in financial services, healthcare, biotech, industry, government and defense.

The Dutch AI Cloud will become operational in October 2026 from a new VOLT AI Factory in Amsterdam. VOLT and NorthC Datacentres have signed a partnership agreement for this purpose. Capacity will then be expanded in phases to the AI Gigafactory in Rotterdam. With this, VOLT aims to grow into one of Europe’s largest independent AI cloud platforms.

AI infrastructure under Dutch control

VOLT is deliberately choosing data centres that are located in the Netherlands, are European-owned, and are operated from the Netherlands. This gives organisations a European alternative in which data, AI models, and AI workloads remain under strict control and comply with European laws and regulations.

The platform offers organisations maximum flexibility. They can purchase AI computing power by the hour, reserve GPU capacity for a fixed monthly fee, have VOLT manage their own AI infrastructure, or choose a fully customised and managed AI environment.

Market shifting toward specialised AI cloud platforms

VOLT expects the market to evolve from generic public cloud platforms to specialised AI cloud providers that are fully designed for AI workloads.

This development is supported by recent Gartner forecasts. According to Gartner, specialised AI cloud providers will serve around 20% of the global AI cloud market by 2030, a market estimated at approximately €300 billion. Gartner also expects the total global public cloud market to grow to nearly €1.6 trillion by 2029.

VOLT sees this as confirmation that organisations are increasingly choosing AI infrastructure specifically designed for large-scale AI applications. By combining powerful GPU technology, efficient datacentres and Dutch operations, the company aims to offer high-quality AI computing power at predictable costs and with maximum control over data and AI workloads.

 

AI Gigafactory Rotterdam as the next growth phase

The Dutch AI Cloud represents the first operational step toward the development of an AI Gigafactory Rotterdam. Over the coming years, this facility is expected to expand AI computing capacity in phases to approximately 250,000 GPUs and grow into one of Europe’s largest AI compute campuses.

As an NVIDIA AI Gigafactory Partner, VOLT is developing the AI Gigafactory together with technology, industrial and knowledge partners. The facility is being designed for mission-critical AI applications for organisations in the Netherlands and Europe.

 

The AI Gigafactory is supported by a broad consortium of partners including:

Strategic infrastructure for the Dutch economy

According to VOLT, AI infrastructure is developing into a strategic production factor for economies, comparable to energy, telecom and transport infrastructure. Access to high-quality AI computing power is therefore becoming an important prerequisite for innovation, productivity and the international competitiveness of companies and knowledge institutions.
