We confirm a new €1 billion investment in a data centre in Lahti, Finland, as part of our continued expansion of secure digital infrastructure in Europe. This is our second billion-euro data centre investment in Finland, following our investment in Kouvola in 2025, strengthening our long-term commitment to the country.

Both investments are part of Project Clover, our €12 billion European data sovereignty initiative delivering industry-leading protections for the data of over 200 million European users. Through Clover, we’ve established a dedicated European data enclave with enhanced technical, operational, and governance safeguards.

TikTok has engaged with NCC Group on Clover to independently oversee, check, and verify our data controls and protections, monitor data flows, and report any anomalies. This year, NCC Group’s work on Clover was recognised with a Security Excellence Award for “Security Project of the Year” by trade publication Computing,  reflecting the strength of these protections. This independent oversight is embedded across our European infrastructure.

Once operational, the Lahti data centre will strengthen our ability to support the default storage of European user data in Europe, under strict access controls and advanced monitoring systems.

That makes it a natural choice as we continue to expand our European infrastructure and strengthen how we protect and store data locally”, says Christian Hannibal, Head of Public Policy for TikTok in Finland.

The data centre will be located in the Kiveriö district of Lahti. The project will contribute to the regional economy, create jobs, and support the growth of the local digital ecosystem.

“Lahti is part of the growth and development of the international data economy. In the context of Lahti, the investment is substantial. We are pleased that a main tenant agreement has been signed and that the project is progressing as planned,” says Niko Kyynäräinen, Mayor of Lahti.

This investment builds on our previously announced site in Kouvola, which continues to progress as planned. Together, the two facilities strengthen our long-term commitment to Finland as a key location in our European data infrastructure strategy.
